About Neighborhood Development of Cedar Rapids

Neighborhood Development Corporation of Cedar Rapids (NDCCR) is a non-profit, community-focused organization that revitalizes distressed neighborhoods and encourages community sustainability.  NDCCR fulfills this mission by encouraging and providing commercial and residential development options through building rehabilitation, new construction, and in-fill development.

Healthy neighborhoods require a blend of residential, commercial and public space.

NDCCR was created in 2009 as part of the City’s efforts towards comprehensive flood recovery.  NDCCR will be a 501 (c) (3) corporation with full power to purchase, option, lease, or sell real property within distressed neighborhoods located in low-to-moderate income census tracts in the City of Cedar Rapids.  These powers could include but are not limited to participating in or sponsoring real estate development projects and entering into lawful contracts and agreements, as well as cooperative efforts with public and private entities.

NDCCR was initiated with funding from the community Disaster Grant Program. The Community Disaster Grant was created by the Iowa legislature to appropriate funds to cities and counties within the Presidential Disaster Declaration Area following the historic flooding of 2008.

NDCCR is working to change the way people view deteriorating or flood-damaged neighborhoods. Visitors traveling along neighborhood streets into downtown Cedar Rapids can see the past vitality and the market opportunities available in these areas, but development uncertainties, pending federal support, and future flood control plans make it difficult to justify current investment. Through commercial and residential development of its own, NDCCR is helping to stabilize the community and provide the anchor retail and residential space upon which further investment will depend.
